It constantly moves through space and between planes. To catch a glimpse of it, you’ll need perfect timing and a good chase - and only a chosen few may ever step inside.
>Inside, the tower has two levels:
>\- Almost the entire first floor is taken up by a complex magical device that makes the tower so elusive. There are also teleportation circles granting access to this space - only archmages and members of the royal family may use them.
>\- The second floor is open, overlooking the first. It offers many places for rest and negotiation, study and storage of the most vital and secret arcane knowledge.
