Not sure what to do with these two districts in my city

So welcome to my main city of Aegisguard. It’s supposed to be HUGE and hopefully you get that from just all the ***stuff*** everywhere. Admittedly I made this map awhile back when I was still pretty new to map making. There are some parts I like and some I don’t. At the moment I’m really trying to figure out what to do with the Old Town District and the Graveyards ***(Circled in red)***. I thought about turning the Graveyard area into a more royal district. Anyone have any suggestions? What do we think this city is missing?
